About Client
The South Australian Department for Infrastructure and Transport (DIT) manages critical transport and infrastructure services across the state, ensuring efficient movement of people and goods.
Its TRUMPS (Transport Regulation User Management Processing System) platform is the core licensing and registration system, processing over 9 million transactions annually and supporting key services such as EzyReg, MySAGov, and various government integrations.
The Challenge
TRUMPS is the core licensing and vehicle registration system used in South Australia and processes about 9 million transactions annually through Service SA centers and with online applications EzyReg and MySAGov.
DIT faced a significant challenge with the decommissioning of its primary hosting facility, requiring the TRUMPS platform tomigrate to a new environment.
In line with DIT’s digital strategy, the department aimed to modernise the TRUMPS environment by migrating the applications, databases, and services to the Amazon Web Services (AWS) cloud.
Key Objectives:
-Ensuring a smooth transition to AWS with minimal disruption to Service SA and customers using online services EzyReg and MySAGov.
-Increasing resiliency through platform modernisation and taking advantage geographically diverse and redundant AWS Availability Zones.
-Meet the compressed timelines for the data center exit while balancing the cost, risk and benefits of a cloud migration and modernisation.
-Minimise the impact on the application development program of work for policy and regulation initiatives and changes.
The Approach
Comunet along with key partners Blue Crystal Solutions and AWS, worked closely with DIT to execute a phased migration strategy that prioritised stability, security, and efficiency.
Key aspects of the solution included:
-Focused Planning & Design: Early alignment on a migration strategy that enabled an efficient and detailed planning and design phase.
-Modernisation of the Platform: A replatform migration and implementing infrastructure as code through fullCI/CD pipelines and blue/green deployments, enabling seamless releases with minimal downtime.
-Multi-phased Migration Approach: A migration divided into four distinct phases with seven separate production cutover windows - reducing risk and building confidence across teams.
- Collaboration: A trusted and respectful partnership between Comunet and DIT ensured clear objectives, timelines, and escalation paths, supported by a flexible resourcing model.
The Outcome
The TRUMPS migration project was a major success for the South Australian technology industry and delivered transformative outcomes:
-On-Time, Under Budget: A cloud migration and modernisation of one of South Australian government’s critical applications was completed on time and under budget.
-Modern Platform: TRUMPS now operates on a scalable, secure AWS platform, supporting future application modernisation.
-Enhanced Resilience: Implementation of cloud native services and running across multiple AWS Availability Zones ensures stability and mitigates risks of data centre failures.
-Improved Agility: Automated deployment pipelines for development, testing, and production environments that can be deployed on demand.
-Enhanced Security: Implementation of advanced AWS security tools significantly improves the platform’s cyber resilience.
-Seamless Transition: Minimal user disruption during production cutovers, ensuring continued operational efficiency.
-Operational Enablement & Optimisation: Enhanced internal cloud capability with comprehensive knowledge transfer, detailed operational documentation and skill development, ensuring DIT can effectively manage and optimise the TRUMPS AWS environment with DevOps practices and automation.
